Dr. Sabu Thomas is presently the Co-ordinator of K.M.Mani Centre for Budget Studies (KMMCBS), Cochin University of Science and Technology (CUSAT). He has taken his M.A. Degree in Economics from the University of Kerala during 1986, Post Graduate Diploma in Personnel Management (PGDPM) from National Institute of Personnel Management (NIPM), Calcutta during 1988, LLB with specialization in Labour Laws from Government Law College, Thiruvananthapuram in 1989, M.Com (Management) from the University of Kerala in 1991 and Master of Labour Management from Madurai Kamaraj University in 2001. His Ph.D. was in Economics from the University of Kerala in 2000. He was awarded Post-Doctoral Fellowship of Cochin University of Science and Technology in the Department of Applied Economics, CUSAT during 2001-02. He was also awarded the Fellowship of Indian Council of Social Science Research (ICSSR) during 2005-07. He was the Research Associate in the Nodal Centre for Kerala of National Technical Manpower Information System (NTMIS), Institute of Applied Manpower Research (IAMR - Planning Commission, Government of India) at CUSAT and the Consultant of 8th, 9th and 10th Pay Revision Commission, Government of Kerala during 2005, 2010 and 2015. His current research work is specifically related to the studies on Budgets.
